The European Parliament demands more policy coherence for development [21/05/2010]
This week, during its plenary session in Strasbourg, the European Parliament adopted Ska Keller’s (MEP Greens) report on Policy Coherence for Development. The Socialist & Democrats, the Greens/EFA and the GUE groups voted in favor, while the EPP and the ECR groups voted against. Especially article 44 (blaming the reintroduction of EU subsidies on dairy products) faced tougher opposition.
Following the adoption of the report Ska Keller declared ‘With the adoption of my report, the European Parliament shows that it is serious about stopping policy measures which are harmful for developing countries. The parliament voted to include legally binding social and environmental standards in trade agreements, for an immediate cessation of the export subsidies for dairy products and an integration of systematic climate change risk assessments in all development strategies and programmes’.
In order to ensure coherence within the European Parliament, the plenary decided to appoint a standing Rapporteur and to draft a bi-annual report which will deal with the contradictions in EU policy making.
In the stages preceding the adoption of the report, CONCORD and its members have been very active to make development NGOs views on PCD heard, including the publication of a Spotlight on Policy Coherence report which was presented to the DEVE Committee in November 2009.
