Further steps towards a framework for quality social services in Europe

Recently 8 European networks of providers of social services, amongst them SOLIDAR, prepared a joint input for the ongoing debate on the objectives and elements of a European framework to assess and guarantee the quality of social services, e.g. within the Social Protection Committee (SPC).
 
SOLIDAR’s contribution highlights the voluntary and complementary nature of such a framework at EU-level. Public authorities and legislators should be responsible to set up preconditions indispensable for the delivery of quality services, such as a sound financial basis involving public funds, stable regulatory frameworks, public procurement procedures giving important weight to quality criteria, appropriate levels of staffing with qualified personnel and comprehensive user participation. Additionally, the paper recommends building on existing and qualified approaches developed by social NGOs.

The SPC recently issued a first draft for a European Voluntary Quality Framework to be discussed and endorsed by the end of 2010. Addressed to policy-makers and public authorities, it should serve as a reference, on a voluntary basis, for defining, assuring, evaluating and improving the quality of social services. Additionally, it should be compatible and complementary with existing quality approaches for specific services or fields already applied across Europe. Overall, the document sets out a number of quality principles and operational criteria, which aim at developing a common understanding of social services' quality within the EU and contains elements for a methodology on quality tools.
