Why? In the EU27 today about 80 million European citizens, 1 out of 7, are living in or are at risk of poverty. Their number is expected to rise with the current crisis. Social inclusion is not only about addressing material deprivation by means of minimum income schemes. It comprises a broad range of measures to e.g. facilitate the labour market inclusion of low-skilled persons including early school leavers, to promote the integration of people with disabilities and immigrants and to tackle financial exclusion and over-indebtedness.
In the last decade, Europe has been witnessing an increasing number of people in precarious working conditions, growing inequalities in life chances, income and wealth, and persisting discriminations, in particular for most vulnerable groups such as homeless persons, undocumented migrants or Roma. 19 million are “working poor”. Reforms in labour law introduced in many countries a disproportionate use of fixed-term contracts, temporary agency work and posted work with the effect to disaggregate labour markets and to undermine decent working conditions for many.
The Round Table is organised one month before the launch of the European Year 2010 for Combating Poverty and Social Exclusion. The severe crisis of financial systems, real economy and labour markets that hit all European economies since last autumn has deteriorated the living and working conditions of many people. Together with national and regional governments and local authorities, Europe has to face these challenges.
What are the objectives? SOLIDAR intends to promote the debate between policy makers and social NGOs on issues of common interest and concern related to social inclusion and decent work. Starting from social realities in Austria and Romania and from experiences of social worker of SOLIDAR members the Round Table will address the following questions:
•Which frameworks and tools at European level help to substantially reduce poverty and fight different forms of exclusion from labour market and society? •How can we best make use of the common principles for active inclusion to advance towards these objectives? •How can Europe actively promote quality jobs and safeguard decent working conditions for all?
A summary report with conclusions from the debate and policy recommendations will be produced.
What is SOLIDAR’s Together for Social Europe campaign? Throughout this European Parliament elections year, SOLIDAR -together with a number of members from all across Europe -has been carrying out theTogether for Social Europe campaign. It aims to improve European decision makers knowledge of the social realities of people coming from socially and economically disadvantaged backgrounds, people who SOLIDAR member organisations work with and provide services for, based on the experiences of social workers working with them on a daily basis.
