The Resilient Fundraising Toolkit

The SOLIDAR+ Resilient Fundraising Toolkit supports SOLIDAR and SOLIDAR+ member organisations in navigating an increasingly challenging funding environment. Access to EU funding is becoming more competitive and administratively demanding, while shrinking civic space, attacks on civil society and uncertainty surrounding the next EU Multiannual Financial Framework (MFF) raise concerns about the future of funding for education, social inclusion, civic space and international cooperation. In this context, diversifying income sources and strengthening fundraising capacity are essential to sustaining civil society’s work.

Developed as a direct outcome of the Fundraising Training Academy, held in Brussels on 26–27 May 2026, the toolkit builds on the discussions, needs and experiences of the SOLIDAR and SOLIDAR+ network. It aims to help organisations move towards a more strategic, long-term approach to fundraising, reducing dependence on a limited number of funding sources and better anticipating future opportunities and challenges.

The toolkit is organised into four parts, covering the changing funding landscape, strategic fundraising planning and practical approaches to mobilising resources. It provides guidance on income diversification, developing multi-annual fundraising strategies and translating them into annual work plans, alongside dedicated sections on private philanthropic funders, corporate giving and partnerships, individual donors, and fundraising for difficult causes. It also brings together additional resources on organisational readiness, fundraising infrastructure, relevant networks and further learning opportunities.

Designed for organisations at different stages of their fundraising journey, the toolkit combines strategic insights with practical guidance and tools that members can adapt to their own contexts and priorities. Whether your organisation is just beginning to explore funding diversification or looking to strengthen an existing fundraising strategy, this toolkit offers a starting point for building more sustainable fundraising practices and strengthening the capacity of civil society organisations to pursue their missions in an uncertain funding landscape.
